An iOS MobileSafari app extension that lets you browse, search, and collect linkable elements in webpages.
The Anchors app installs a Safari App Extension called AnchorsUp which parses webpages and looks for anchors and linkable headers and Wikipedia elements which can be linked to later.
It effectively creates an index of a page.
Clicking on a link in AnchorsUp will copy the link to the clipboard and create an entry in the Anchors app. It will also scroll to the link if the link is on this page and currently visible.
The elements in the Anchors app can be copied and shared with others. When the link is opened the webpage will scroll directly to the anchor element. The sharing menu can be used to further copy the link.
Note, not all pages are compatible but Wikipedia and pages that use headers are good candidates.
